Overview
The Quality Wind Project is a 79-turbine, 142 MW wind energy facility near Tumbler Ridge, BC. Developed, owned, and operated by Capital Power Corporation. Auseco has worked on the project since its inception in 2007 and was involved in operational monitoring for the project until 2015.
Approach
After completing the Environmental Assessment (EA) process, and being awarded an EA Certificate, Ausenco acted as the owners’ representative for environmental permitting, ensuring compliance with environmental commitments during construction. Our tasks for the development, construction, and operations period for the project included:
- EA studies and document compilation
- Regulatory EA support
- Identifying pre-construction environmentally sensitive areas and field surveys and flagging
- Monitoring fisheries culvert installations
- Conducting occasional design reviews for compliance with commitments
- Serving as Lead for BC Environmental Assessment Office random audit (2011)
- Serving as Lead for Transport Canada authorizations (Navigable Waters Act)
- Serving as Lead for Ministry of Forest, Land and Natural Resources Operations permitting and tenure
- Ensuring contractor compliance with permits, authorizations, and commitments via document review and inspections
- Serving as lead for writing, consultation, and implementing operational bird and bat monitoring plan
- Supporting Capital Power with stakeholder communications, ongoing strategic advisory and negotiation services for regulatory requirements, and concluding the impact benefit agreements with First Nation communities.
